SYSTEM DEVELOPER/ PROJECT MANAGER

PRIMARY DUTIES/RESPONSIBILITIES:

• Perform necessary coding (HTML, SQL and JavaScript) and understands system data structures in order to create/alter forms and reports.

• Provide timely issue resolution and help desk services for applicable systems.

• Drive the implementation of system changes for applications. This includes: participation in meetings, coordinating with business partners, gathering requirements, testing and implementation.

• Subject matter expert of organizational systems with a primary focus on STARS. A second focus and understanding of additional systems is expected (CAFAS, JJolt, JAIS, and Extended Reach).

• Manage vendor relationships and their performance. Measure and report on vendor and system performance to verify that the expected changes are those that are delivered.

• Create the business/technical documentation that directs the vendor to estimate effort and/or develop enhancements to existing system

• Leverage project methodology for system development / requirements gathering that incorporates the staff.

• Collaborate with business and leverage technology in order to streamline and standardize business processes.

• Maintain needed system documentation (diagrams, requirements, etc.)

• Develop and implement testing plans including load, unit, and UAT testing.

• Coordinate with IT on performance and stability of needed applications.

• Interact with vendors to understand software capabilities and limitations.

• Create system training documentation; develop methods to train and track the training of staff when needed.

• Design and evaluate all processes for moving data in and out of Vista Maria systems.

• Actively identify new areas for learning; create and take advantage of learning opportunities; use newly gained knowledge to enhance agency systems/processes.

QUALIFICATIONS REQUIRED:

• Bachelor’s degree from an accredited college or university with a major in Computer Science, Information Systems or related field.

• Proficient in SQL, JAVA and HTML.

• Project management skills required. Ability to manage multiple projects with successful outcomes.

• Advanced Microsoft skills such as Office, Excel, Word and Power Point. MS Project and Visio preferred.

• Minimum two (2) years of work experience in system administration or application development and project implementation.

• Ability to collaborate and coordinate efforts with all groups in gathering and documenting unambiguous user, technical, operational and system requirements. (RFP,RFI, RFQ)

• Makes business objectives and strategies a focus of one’s actions; developing and sustaining productive relationships.

• Demonstrated ability to interact positively in a culturally diverse environment.
